過了五天，大祭司阿納尼亞帶著一些長老和一個名叫特圖羅斯的律師下來，向總督指控保羅。保羅被叫進來，特圖羅斯就開始控告，說：「菲利克斯大人！因著您，我們大享和平；因著您的遠見，本國也進行了許多改革；我們事事處處滿懷感謝地領受。但為了不過多地煩擾您，我懇求您，以您的仁慈聽我們簡短地說。我們發現這個人像瘟疫一樣，煽動普天下猶太人暴亂；他又是拿撒勒人教派的一個頭目。他甚至試圖玷汙聖殿，我們就把他拘捕了。我們本來想按照我們的律法審判他，

當時，祭司長們和全議會的人為了要處死耶穌，都在尋找偽證來控告他。雖然有許多假見證人上前來，可是他們找不出什麼。後來有兩個人上前來，

不過要以溫柔、敬畏的心答覆，並且持守無愧的良心，以致誰詆毀你們在基督裡的良好品行，誰就要在你們受到誹謗的事上蒙羞。要知道，即使神的旨意要你們因行善而受苦，也比因作惡而受苦更好，因為基督也曾一次為了贖罪而受苦，就是義的代替不義的，為要把你們帶到神的面前。照著肉身說，基督固然被處死了；但照著靈說，他卻得以復活了。

於是其他總督察和行政官就試圖在他處理國事上找出把柄控告但以理，卻找不出他的任何把柄或過失；因為他忠心可靠，在他身上找不出任何疏忽或過失。
