Now listen to them; but warn them solemnly and let them know what the king who will reign over them will claim as his rights.”

撒母耳把國法對眾人述說了，又記在書上，存放在耶和華面前，然後遣散眾人，各回自己的家去了。

說：“那要統治你們的王將這樣治理你們：他必徵用你們的兒子，派他們作他的戰車兵、騎兵、在車前奔走的前鋒，又派他們作千夫長、五十夫長，替他耕田、收他的莊稼、替他製造作戰的武器和戰車上的裝備。他必徵用你們的女兒作配香膏的、燒飯的和烤餅的。他必奪去你們最好的田地、葡萄園和橄欖園，賜給自己的臣僕。你們撒種所得的和葡萄園所出的，他都徵收十分之一，賜給他的太監和臣僕。他又必徵收你們的僕婢、最精壯的青年和驢，替他工作。你們的羊群，他要徵收十分之一；連你們自己也作他的奴僕。到時，你們必因你們為自己揀選的王而哀求，那時耶和華卻不應允你們。”

如果我對惡人說：‘你必定死亡！’你卻不警告他，也不警戒他離開惡行，好救他的性命，這惡人就必因自己的罪孽死亡。但我要因他的死追究你。

也不理會當時祭司待人民的規矩。凡是有人獻祭，在煮肉的時候，祭司的僕人就來，手裡拿著三齒的叉，

“歸給君王之地要在所獻的聖區和城的基業兩旁，一塊對著所獻的聖區，一塊對著城的基業，從西邊那塊地的西面邊界，到東邊那塊地的東面邊界，長度與每支派所分得的地一樣長。這地在以色列中要歸給君王作基業。我所立的君王都不可再欺壓我的子民，卻要按支派把地分給以色列家。”

君王不可奪取人民的產業，把他們趕離他們的基業。他要從自己的基業中把產業賜給自己的兒子，免得我的子民因被趕離自己的基業而四散。”

掃羅的一生常常與非利士人有猛烈的爭戰。每逢掃羅看見任何勇士或有能力的人，就都招募歸他。
