会众就要照着这些典章，在杀人者和报血仇者中间审判。会众要救这误杀人的脱离报血仇者的手，送他回到他曾逃入的逃城那里。他要住在城中，直到受圣膏的大祭司去世。但误杀人的，无论什么时候，若离开了他所逃入的逃城边界，报血仇者在逃城边界外遇见他，把凶手杀了，报血仇者就没有流人血之罪。

报血仇者可以亲自杀死那故意杀人的；他一找到凶手，就可以杀死他。

“若有人恨他的邻舍，埋伏等着，起来击杀他，把他杀死，然后逃到这些城中的一座，他本城的长老就要派人去，从那里把他带出来，交在报血仇者的手中，把他处死。

看哪，全家族都起来攻击婢女，说：‘把那打死兄弟的交出来，我们好处死他，为他所打死的兄弟偿命，灭绝那承受家业的。’这样，他们要把我剩下的炭火灭尽，不给我丈夫留名或留后在地面上。”

这都是为以色列众人和在他们中间寄居的外人所指定的城镇，使凡误杀人者可以逃到那里，不至于死在报血仇者的手中，直到他站在会众面前受审判。
