列國為甚麼彼此串通？萬族之民為甚麼謀算不能成功的事呢？地上君王列陣站着，眾人君一同陰謀，要敵擋永恆主，敵擋他所膏立的，說：『我們來掙開他們的捆綁，來脫掉他們的繩索吧。』那坐在天上的必冷笑；永恆主必嗤笑他們。那時他必氣忿忿責備他們，必發烈怒使他們驚惶；傳諭旨說：『我，我已立我的君王於錫安、我的聖山上。』

你起來；這是你應當行的事；我們擁護着你；你要剛強去作。』

你們要謹慎，不要拒絕那向你們說話的；因為那些拒絕在地上傳神諭的尚且不能逃罪；我們若轉臉不顧那從天上傳神諭的、哪能逃罪呢？

我不是剛吩咐你麼？你要剛強壯膽；不要驚恐，不要驚慌；因為你無論往哪裏去、永恆主你的上帝和你同在。』

一個人干犯了摩西的律法，憑着兩個或三個見證人的話，就必須死，不能得憐憫。那麼，踐踏上帝兒子的人，將自己所賴以成聖的約的血當做俗污，又褻慢施恩的靈，你們想想，他豈不更嚴重地被判為該受刑麼？

至於我這些仇敵、不願意我做王管理他們的、你們要帶到這裏來，在我面前給屠殺掉。」』

最後的話，你們要在主裏、靠他力量的權能作剛強的人。

若有人擅自行事，不聽從祭司、那站在那裏事奉永恆主你的上帝的、或是不聽從審判官，那人就必須死；你要把那壞事從以色列中肅清。

你們要儆醒，要在信仰上站穩，要作大丈夫，要剛強。

居上位有政權的、人人都當順服。因為沒有政權不是出於上帝的：一切政權都由上帝所定。故此敵擋政權、就是反對上帝所規定；反對的必自招處刑。作官的原不是叫有善行的懼怕，乃是叫有惡行的懼怕。你願意不懼怕政權麼？須要行善，就可以從它得讚許；因為它是為你的好處而做上帝僕役的。但你若行惡，就該懼怕；因為它並不是徒然佩帶刀劍權力；它是上帝的僕役，是刑罰者，使上帝之義怒臨到作惡之人的。所以必須順服，不但因上帝義怒之緣故，也因良知的緣故。

人民對撒母耳說：『那說「掃羅哪能作王管理我們？」的是誰？將這些人交出來，我們好處死他們。』
