波斯王古列元年，耶和华为要应验他藉耶利米的口所说的话，就激动波斯王古列的心灵，使他通令全国，传达文告说：“波斯王古列这样说：‘耶和华天上的神已经把地上万国赐给我。他指派我在犹大的耶路撒冷为他建造殿宇。你们中间凡是他的子民，愿神与他同在的，都可以上犹大的耶路撒冷去，建造耶和华以色列的神的殿，他是在耶路撒冷受敬拜的神。所有余民，无论寄居在什么地方，那地方的人都要用金、银、财物、牲畜帮助他，也要为在耶路撒冷神的殿献上甘心的礼物。’”

“所罗巴伯的手奠立了这殿的根基，他的手也必完成这工；这样，你就知道万军之耶和华差遣了我到你们这里来。

你们要上山取木材，建造殿宇；我必因此喜悦，并且得荣耀。”耶和华说：

那时，撒拉铁的儿子所罗巴伯、约撒答的儿子大祭司约书亚和所有余剩的子民，都听从了耶和华他们神的话，听从了耶和华他们神所差来的哈该先知的话。众民在耶和华面前都存着敬畏的心。耶和华的使者哈该，奉耶和华的命，对众民说：“耶和华说：‘我与你们同在。’”于是耶和华激发了撒拉铁的儿子、犹大省长所罗巴伯的心，和约撒答的儿子大祭司约书亚的心，以及所有余剩子民的心，他们就来兴工建造万军之耶和华他们神的殿宇。

但所罗巴伯、耶书亚和以色列其余的族长对他们说：“你们不能与我们一同建筑神的殿，因为波斯王古列王吩咐我们自己为耶和华以色列的神建殿。”

众人来到耶路撒冷神的殿以后，第二年二月，撒拉铁的儿子所罗巴伯、约萨达的儿子耶书亚和他们其余的兄弟，就是祭司、利未人和所有从被掳之地回到耶路撒冷的人，就开始动工建造；又委派二十岁以上的利未人，监督耶和华殿的工程。

我又举目观看，看见一人手里拿着量度用的绳子。（本节在《马索拉文本》为2:5）我问他：“你到哪里去？”他对我说：“我要去量度耶路撒冷，看看有多宽，有多长。”那与我说话的天使离去的时候，另有一位天使迎着他来，对他说：“你快跑去告诉那年轻人：‘耶路撒冷必有人居住，像没有城墙规限的田野，因为城中的人和牲畜很多。

“你要对撒拉铁的儿子犹大省长所罗巴伯，和约撒答的儿子大祭司约书亚，以及所有余剩的子民，说：‘你们中间剩下的人，有谁见过这殿宇从前的荣耀呢？现在你们又看它怎样？岂不是视如无物一样吗？’”耶和华说：“所罗巴伯啊！现在你要刚强。”耶和华说：“约撒答的儿子大祭司约书亚啊！你要刚强；这地的一切子民啊！你们也要刚强，并且要作工。”万军之耶和华说：“因为我与你们同在。这就是你们从埃及出来的时候，我与你们立约的话。现在我的灵住在你们中间；你们不要惧怕。”因为万军之耶和华这样说：“再过不多的时候，我要震动天、地、海洋和旱地。”万军之耶和华说：“我要震动万国，万国的珍宝就必运来；我要使这殿宇充满荣耀。”万军之耶和华说：“银子是我的，金子也是我的。”万军之耶和华说：“这殿宇后来的荣耀，必大过先前的荣耀。”万军之耶和华说：“在这地方，我必赐下平安。”大利乌王第二年九月二十四日，耶和华的话临到哈该先知说：“万军之耶和华这样说：你要向祭司询问有关律法的事说：人若用自己的衣襟盛载圣肉，后来又使自己的衣襟触着饼、汤、酒、油或别的食物，这就算为圣吗？”祭司都回答说：“不算为圣。”哈该又说：“人若因触着尸体而成为不洁，又触着这些东西的任何一样，这就算为不洁吗？”祭司都回答说：“要算为不洁净。”于是哈该回答，说：“耶和华说：‘这民也是这样，这国在我面前也是这样；他们手里的一切工作，都是这样；他们在那里所献的，都是不洁净的。’“现在你们要反省，从今日起回想过往，就是在耶和华的殿还没有一块石头叠在另一块石头上面以前，

我对古列说：‘我的牧人；他必成就我所喜悦的一切。’他要对耶路撒冷说：‘你必被重建起来！’他必对圣殿说：‘你的根基要奠定！’”

我又举目观看，看见有四辆战车从两座山中间出来，那两座山是铜山。第一辆战车套着红马，第二辆套着黑马，第三辆套着白马，第四辆套着有斑点的马；这些马都很雄壮。于是我问那与我说话的天使：“我主啊，这些是什么意思？”天使回答我：“这些是天的四风（“风”或译：“灵”），是从侍立在全地之主面前出来的。”套着黑马的车出来，往北方之地去；套着白马的车出来，跟在它们后面（“跟在它们后面”或译：“往西方去”）；套着有斑点的马的车出来，往南方之地去。这些雄壮的马出来，切望在全地走遍各处；天使说：“你们去吧，只管在全地走遍各处。”它们就在全地走遍各处。他又呼唤我，对我说：“你看，那些出来往北方之地去的，已经在北方之地使我心灵的忿怒平息下来。”耶和华的话临到我，说：“你要从黑玳、多比雅和耶大雅手中收取被掳的人奉献的金银；他们已经从巴比伦回来了。你要即日去，进入西番雅的儿子约西亚的家里。你要拿这金银来做冠冕，戴在约撒答的儿子大祭司约书亚的头上，告诉他说：‘万军之耶和华这样说：看哪！有一个人名叫大卫的苗裔，他必从自己的地方生长起来，并要建造耶和华的殿。他必建造耶和华的殿，必得尊荣；他必坐在宝座上执掌王权，又必在他的宝座上作祭司，使两者之间和谐共济。’”这冠冕要在耶和华的殿中给希连（“希连”有古译本作“黑玳”）、多比雅、耶大雅和西番雅的儿子贤（“贤”有古译本作“约西亚”）作记念。远方的人也要来建造耶和华的殿，你们就知道万军之耶和华差遣了我到你们这里来。你们若留心听从耶和华你们神的话，这事必定成就。
