Each one counted must be 20 years old or more. He must give an offering to the Lord.

All who cross over, those twenty years old or more, are to give an offering to the Lord.

“ Count all the men of Israel. Make a list of them by their families. Count all the men who are able to serve in Israel’s army. They must be 20 years old or more.”
