訴訟雙方要站在耶和華面前，讓當值的祭司和審判官定奪。審判官要仔細審查案件，如果發現那人作偽證，

於是，摩西對以色列的審判官說：「你們各自把權下與巴力·毗珥苟合的人處死。」摩西和以色列全體會眾正在會幕門口痛哭的時候，有個以色列人當著他們的面把一個米甸女子帶進自家的帳篷。亞倫祭司的孫子、以利亞撒的兒子非尼哈看見了，便起身離開會眾，拿著矛槍，跟著進入那人的帳篷，一槍刺透那對男女的腹部。以色列人當中的瘟疫馬上止住了，

她的首領是咆哮的獅子，她的審判官是夜間的豺狼，不留一點獵物到天明。

「你們不可永遠賣掉土地，因為土地是我的，你們只不過是寄居在那片土地上的過客。

倘若有人彼此鬥毆，傷了孕婦，導致早產，但未造成其他傷害，傷人者要按她丈夫所要求的金額，經審判官判定以後，如數賠償。

亞吉相信了大衛的話，心裡想：「以色列人恨透了大衛，他必永遠留在迦特做我的僕人。」

「因為那一夜我要巡遍埃及，把境內所有長子和頭生的牲畜全都殺掉，也要嚴懲埃及所有的神明。我是耶和華。

他們建議說：「現今王若像僕人一樣服侍民眾，對他們好言相待，他們會永遠做王的僕人。」

倘若沒捉到盜賊，鄰居就要到審判官那裡證明自己沒有偷拿。倘若二人之間有什麼糾紛，無論是為了牛、驢、羊、衣服或失物，爭執的雙方要把案件呈報審判官，審判官判誰敗訴，誰就要賠償雙倍。

「要在你們的上帝耶和華將要賜給你們的各城中，按支派委任審判官及其他官員。官員們要秉公審判，

不可褻瀆上帝，也不可咒詛百姓的官長。

撒母耳在年老的時候立了他的兒子做以色列人的士師。他的長子是約珥，次子是亞比亞，他們在別示巴做士師。

我吩咐這些官員要聆聽案件，公正地審理同胞之間或與外族人之間的訴訟，

哈娜沒有跟他們同去，她告訴丈夫說：「孩子斷奶以後，我會把他帶去獻給耶和華，讓他永遠住在那裡。」

此外，要在百姓當中挑選一些敬畏上帝、有才幹、誠實、正直、憎惡不義之財的人，派他們做千夫長、百夫長、五十夫長和十夫長，管理百姓。讓他們隨時為百姓判案，處理小糾紛，遇到大事才由你審理。有他們分擔你的責任，你會更輕省。如果你這樣做，並且上帝也這樣吩咐你，你就能承受得住，百姓也可以平安地回家。」於是，摩西接納了岳父的建議，依言而行，從百姓中挑選有才幹的人，委派他們做千夫長、百夫長、五十夫長和十夫長管理百姓。他們負責隨時審理百姓的事，遇到難斷的案件就呈到摩西那裡，自己則審理普通的事。

祭物和供品非你所悅，你開通了我的耳朵，燔祭和贖罪祭非你所要。於是我說：「看啊，我來了，正如經卷上有關我的記載。我的上帝啊，我樂意遵行你的旨意，我銘記你的律法。」

我必像從前一樣賜你審判官和謀士。之後，你必被稱為公義之城、忠信之邑。」
