在御门那里王所有的臣仆都向哈曼屈身下拜，因为王如此吩咐；但末迪凯既不屈身，也不下拜。在御门那里王的臣仆们就问末迪凯：“你为什么违背王的命令呢？”他们天天劝他，他还是不听；他们就告诉哈曼，要看看末迪凯所说的是否站得住脚，因为末迪凯已经把自己是犹太人的事告诉了他们。哈曼看到末迪凯不向他屈身下拜，就充满了怒火。在他眼中看来，只对末迪凯一人下手还不够，因为他们把末迪凯的民族告诉了哈曼；于是哈曼就图谋除灭亚哈随鲁全国所有的犹太人，就是末迪凯本族的人。亚哈随鲁王十二年的一月，就是尼散月，有人在哈曼面前为每一个月的每一日抽普珥，就是抽签，一直抽到十二月，就是亚达月。哈曼对亚哈随鲁王说：“有一个民族被打散，分散在你全国各省各民族之间；他们的法令与其他所有民族的都不相同，他们也不遵行王的法令，所以留下他们对王无益。如果王认为好，就请王下旨消灭他们；我将捐出一万他连得银子，交在管理国务的人手中，归入国库。”于是王从自己手上取下印戒，交给亚甲人哈米达塔的儿子哈曼——犹太人的敌人。王对哈曼说：“那银子归于你，这民族也归于你；你看怎样好，就怎样处置他们吧！”一月十三日，王的书记们被召来，照着哈曼所吩咐的一切，给王的行政官们、管理各省的省长和各民族的首领下旨，用各省的文字给各个省，用各民族的语言给各个民族，以亚哈随鲁王的名义下旨，又用王的印戒封印。诏书藉着信使们的手传送给王的各省：要各省在十二月（亚达月）十三日，一天之内，把所有的犹太人，无论老少、孩童或妇女，都除灭、击杀、消灭，并且掠夺他们的财物。这文书的副本以法令的形式在各个省颁布，通告各民族，让他们为这一天做好准备。信使们被王令催促就出发，而这法令也在苏萨城堡颁布了。那时王与哈曼坐着喝酒，苏萨城却陷入混乱。
