雖然如此，當他們在敵人之地時，我卻不厭棄他們，不厭惡他們，將他們全然滅絕，也不背棄我與他們的約，因為我是耶和華－他們的神。我要為他們的緣故記念我與他們祖先的約；我在列國眼前曾把他們的祖先從埃及地領出來，為要作他們的神。我是耶和華。」

王站在柱子旁邊，在耶和華面前立約，要盡心盡性跟從耶和華，遵守他的誡命、法度、律例，實行這書上所寫這約的話。全體百姓都願遵守所立的約。

摩西到神那裏，耶和華從山上呼喚他說：「你要這樣告訴雅各家，對以色列人說：『我向埃及人所行的事，你們都看見了，我如鷹將你們背在翅膀上，帶你們來歸我。如今你們若真的聽從我的話，遵守我的約，就要在萬民中作屬我的子民，因為全地都是我的。

耶和華對我說：「你要在猶大城鎮和耶路撒冷街市宣告這一切話，說：『當聽從遵行這約的話，

只有摩西可以接近耶和華，其他的人卻不可接近；百姓也不可和他一同上來。」摩西下山，向百姓陳述耶和華一切的命令和典章。眾百姓齊聲說：「耶和華所吩咐的一切，我們都必遵行。」摩西將耶和華一切的命令都寫下來。他清早起來，在山腳築了一座壇，按着以色列十二支派立了十二根石柱。他差派以色列的年輕人去獻燔祭，又宰牛獻給耶和華為平安祭。摩西將血的一半盛在盆中，另一半灑在壇上。然後，他拿起約書來，念給百姓聽。他們說：「耶和華所吩咐的一切，我們都必遵行，也必聽從。」摩西把血灑在百姓身上，說：「看哪！這是立約的血，是耶和華按照這一切的命令和你們立約的憑據。」

這約不像我拉着他們祖宗的手，領他們出埃及地的時候與他們所立的約。我雖作他們的丈夫，他們卻背了我的約。這是耶和華說的。

「當聽這約的話，告訴猶大人和耶路撒冷的居民，

不像我拉着他們祖宗的手領他們出埃及地的時候，與他們所立的約；因為他們不恆心守我的約，所以我也不理他們；這是主說的。

你們是先知的子孫，也是神與你們祖宗所立之約的子孫，就是對亞伯拉罕說：『地上萬族都將因你的後裔得福。』

人必說：『這是因為這地的人離棄了耶和華－他們列祖的神領他們出埃及地的時候與他們所立的約，

為要使你進入耶和華－你神的約，就是耶和華－你神今日向你起誓所立的；

你在何烈山站在耶和華－你神面前的那日，耶和華對我說：『你為我召集百姓，我要叫他們聽見我的話，使他們活在世上的日子，可以學習敬畏我，又可以教導他們的兒女。』

你們要謹慎，免得忘記耶和華－你們的神與你們所立的約，為自己雕刻任何形狀的偶像，就是耶和華－你神所禁止的，

他將所吩咐你們當守的約指示你們，就是十條誡命，並將誡命寫在兩塊石版上。
