制定不義律例、起草不公法令的人啊，你們有禍了！

一月十三日，王的書記被召來，他們以亞哈隨魯王的名義，照哈曼的吩咐，用各省的文字和各族的語言寫諭旨，用王的戒指蓋印，送交各總督、各省省長和各族首領。諭旨由信差送到王的各省，限令在一天之內，即十二月，也就是亞達月十三日，把猶太人的男女老少全部剷除、殺光、滅盡，並奪取他們的財物。諭旨的抄本作為法令頒佈到各省，通知各族為那天做好準備。信差奉王的命令急忙上路，諭旨也在書珊城裡頒佈了。王和哈曼坐下飲酒，書珊城一片慌亂。

於是大流士王簽署了這道禁令。但以理知道王簽署禁令後，就回到家裡。他樓上的窗戶朝向耶路撒冷，他像往常一樣每日三次跪下向上帝禱告、感恩。那些官員一同來了，發現但以理向他的上帝禱告、祈求，便去見王，提及王的禁令，說：「王啊，你不是簽署禁令，三十天內，任何人不得向王以外的神明或人禱告，違者必被扔進獅子坑嗎？」王說：「確有此事，按照瑪代人和波斯人的律，這禁令不可更改。」他們對王說：「王啊，被擄來的猶大人但以理不理會你和你的禁令，仍一日三次向他的上帝祈禱。」王聽了這些話，十分愁煩，一心想救但以理，直到日落都在籌畫解救之道。那些人齊來見王，說：「王啊，按照瑪代人和波斯人的律，王頒佈的禁令和律例是不可更改的。」

藉律例製造不幸的首領，豈能與你聯盟？
