Three days later he called together the local Jewish leaders. When they had assembled, Paul said to them:“ My brothers, although I have done nothing against our people or against the customs of our ancestors, I was arrested in Jerusalem and handed over to the Romans.

保罗申辩说：“无论是对犹太人的律法，或是对圣殿，或是对凯撒，我都没有犯过罪。”

保罗就说：“我已经站在凯撒的审判台前，这里就是我应该受审的地方。我没有亏负过犹太人，就像您也很清楚地了解那样。

这是大祭司和全长老议会的人都可以为我做见证的。我还从他们那里拿到了给同胞们的一些信函往大马士革去，要把那里被捆绑的信徒们，带到耶路撒冷来受刑。

于是千夫长上前抓住保罗，下令用两条铁链把他捆起来，然后查问他到底是什么人，做了什么事。人群当中，有的喊这个，有的喊那个；千夫长因为骚乱，无法知道真相，就下令把保罗带到营楼里去。保罗到了台阶上的时候，由于人群凶猛，士兵们只好把他抬起来走。那一群人跟在后面，喊叫：“除掉他！”保罗快要被押进营楼的时候，就对千夫长说：“我是否可以对你说句话？”千夫长说：“你懂希腊语吗？你究竟是不是那个前些日子作乱、带领四千个凶徒进入旷野的埃及人呢？”保罗回答说：“我是犹太人，是奇里乞亚省的塔尔苏人，并不是无名之城的公民，请求你准许我向民众说话。”千夫长准许了，保罗就站在台阶上，向民众挥一下手，大家都寂静无声，保罗就用希伯来语呼吁，说：

总督点头示意要保罗讲话，保罗就说：“我知道您在本国多年做审判官，所以我乐意为自己申辩。您可以了解，自从我上耶路撒冷去敬拜，到现在不超过十二天。无论在圣殿里，或在会堂里，或在城里，他们都没有看见我和任何人争论，或煽动民众。他们现在也不能向您证实所控告我的事。不过这一点我向您承认：我是按照他们称为‘异端’的这道，如此事奉我先祖的神，因为我相信一切合乎律法书和先知书上所记载的事；我对神所怀有的盼望也是这些人自己所期望的，就是义人和不义的人将来都要复活。因此，在神和人面前，我总是尽力存着无愧的良心。

祭司长们和犹太人的首领们向菲斯特斯指控保罗，并且恳求菲斯特斯，

保罗注视着议会的人，说：“各位兄弟，直到今天，我在神面前，行事为人一向都凭着无愧的良心。”大祭司阿纳尼亚就命令站在保罗旁边的人，打他的嘴巴。保罗就对他说：“你这粉饰的墙啊，神将要打你！你坐在那里应按照律法审判我，而你却违背律法，下令打我吗？”站在旁边的人说：“你竟敢辱骂神的大祭司？”保罗就说：“同胞们，我不知道他是大祭司。的确，经上记着：不可说你民中掌权者的坏话。”保罗知道有一部分人是撒都该人，另一部分是法利赛人，就在议会中喊着：“各位兄弟，我是法利赛人，也是法利赛人的儿子。我现在受审，是与死人复活的盼望有关。”他说了这话，法利赛人和撒都该人就起了争执，会众也分裂了。原来撒都该人说没有复活，没有天使，也没有灵，但法利赛人却承认这一切。于是他们大大地喧嚷起来。有些法利赛派的经文士们站起来激烈地争辩，说：“我们查不出这个人有什么错。也许有灵或天使对他说过话呢！”争执越来越激烈，千夫长担心保罗会被他们撕碎，就命令军队下去，把保罗从他们当中抢出来，带回营楼里。当夜，主站在保罗旁边，说：“你要鼓起勇气！你怎样在耶路撒冷郑重地见证有关我的事，也必须照样在罗马做见证。”

因为我实在是从希伯来人之地被拐来的，就是在这里我也没做过什么事，致使他们把我关在这地牢里。”

骑兵进了凯撒里亚，把信函呈给总督，又把保罗带到他面前。
