保罗虽然想要进到民众当中，但门徒们不让他去。

为我的缘故，你们将被带到总督和君王面前，好对他们和外邦人做见证。当他们把你们交出去的时候，不要忧虑怎样说或说什么。到时候，你们就会被赐予该说的话，因为说话的不是你们自己，而是你们父的灵在你们里面说话。

人群当中，有的喊这个，有的喊那个；千夫长因为骚乱，无法知道真相，就下令把保罗带到营楼里去。

保罗问候他们后，一一述说神藉着他的服事，在外邦人中所做的事。
